The DSNY recycling location for tires for Brooklyn is Bay 41st Street and Gravesend Bay, south of South Shore Parkway (adjacent to the DSNY Brooklyn 11 garage). Maybe you could call 311 and ask if they’d give you some tires if you go there? Or just go and try and sweet talk them out of some tires.
There’s also freecycle.org and wastematch.org

Wait a second, I got blinded by the double-unders… what the heck is this thing? Would the competitors be like 8 years old? Throwing stuffed animals? Rubber chicken relays? I’m starting to have my doubts.
That said, there are still double-unders and it is a competition, so I’m sure I could be persuaded.
